Bill relocated from San Francisco to the Peninsula in 2000 to care for his parents. While successfully running a business advisory service, he was recruited into local politics by his neighbors. Initially appointed to the Planning Commission, Bill played a pivotal role in developing the City of Belmont's general plan and housing element. He also founded the Green Advisory Committee, the city's Audit Committee, Permit Efficiency Task Force, and numerous other operational and efficiency-focused organizations and ad hoc groups, aiming to enhance the fiscal health of the city and improve the quality of life for his fellow residents.

Throughout his four-year term, Bill served on numerous local and regional boards, committees, and task forces. Former California Senator Jerry Hill appointed Bill as chair of San Mateo County's Energy and Water Strategy Task Force and participated in a roundtable for San Francisco International Airport, focusing on traffic and congestion. Bill worked diligently to optimize Caltrain schedules, spearheading efforts to create a collective elected group to redesign the timing of Caltrain stops. Additionally, he contributed to early legislation for solar generation and oversaw the fire department as chair of the South County Fire, which also served as the county's hazmat agency.

Bill was extremely active in supporting the success of small businesses and remained deeply engaged in his community while operating his business advisory service.

Bill was recruited from the Fairmont to join a technology startup by the CIO of IMT. Assuming the role of Director of Operations for this data mining, now called BI, company, Bill played a crucial role in identifying and addressing the weaknesses or liabilities of the organization, which consisted of six consultants, half of whom were highly educated data scientists, and the others were hardware and software engineers. His initial task was to conduct an audit of the organization, focusing on client support.

Upon his arrival, Bill immediately recognized the need to enhance client support. He swiftly developed a support database and documented the platform being built for marketers. Addressing delayed responses to voicemails, he implemented a Q&A platform for self-service. Additionally, he was an early adopter of the wireless revolution, activating a direct phone number and a two-way pager to enhance client service levels. This initiative facilitated communication of fix requests, bugs, and feature wishes between developers and clients.

The company's product was a real-time marketing analysis for publications, including well-known controlled and uncontrolled books, magazines, and other subscription products. They also developed marketing programs for some of the top global brands. Bill dedicated himself to managing the perception of client support, being on call 24/7 for several months.

Moreover, Bill collaborated directly with the CEO to recruit C-suite executives, playing a pivotal role in building the team and preparing them for presentations to top banks and VC firms to secure capital infusion or pursue merger opportunities.
